And, %W = "week number of year, with Monday as first day of week" as
opposed to 
%U = week number of year, with Sunday as first day of week

So besides being an abomination, %W I think violates the rule of least
surprise. And, depending on your expectations, leads to optionally 2-in-7
years having a week #53.

I think I should use the word orthogonal in here someplace.
