404 means you connected to a web server and it said that it didn't have the file.  So the network 
and machines on either end are fine and you don't have to fix any of that.

If you look at http://security.ubuntu.com/ubuntu/pool/main/b/bash/ you'll see later versions of that 
deb.  So probably the one you're looking for got replaced between when you updated and when you 
tried to upgrade.

As you found, doing another update got you the right list of debs that were available.
