I am curious how many free Inodes you have? Check "df -i". Also, "df -H". Average file size versus inode size isn't exactly a swap file question, but it would have a bearing on filling up the file system. Changing block size would not be easy, but if it is an inode issue, then it would probably help to be aware of it.

Incidentally, sometimes memory looks like it is consuming more than it really is due to making use of some of it for cache and buffer. If you use something like "xosview", then you get a nice color bar chart (the bottom green part is actually used...you'll see cache and buffer as well...most of which can be discarded when it is needed for "real work"...and this will not pressure swap).
