OK, as far as the manner in which it's not functioning correctly:

* Does it sound like "static" when you turn the balance control?

* Does the balance control not move the sound from side to side?

* Does the sound cut out or go softer or louder when you bump the
  balance control?

* Is the balance control physically too difficult to turn easily?

* Is the balance control loose and wobble about?

* Does the balance control change the overall volume of the amp?
