Humm...I am not sure the exact syntax to get ipchains to do this.
I recall that ipfwadm (2.0.x) was not very good at redirecting ports,
and I'm not sure how much better ipchains is at it. 

I tend to use something like pynetd, or rinetd to do the
redirections. Might want to have him look into those...
