I a sense yes.  US West owns all the copper.  Any company doing DSL has to
get loops from them.  But other companies don't have to necessarily put
voice on the loop, and are essentially unregulated (not totally, but in
practice :) so they are a lot freer with the implementation of the service.

If there is no wire at all, then this is true.
