Symantec has a description of this virus.  The kak.hta was the tip off as I
had seen some info about it before.  Here is a link to their page that deals
with this particular threat.  It relies on an old vulnerability that MS had
released a patch for about a year or more ago.  It is a Windows virus that
targets Outlook Express and the Internet Explorer Usenet reader.   One of
it's effects is that it will shut down Windows (maybe it is doing a great
service here)   :-)
