[lug] How do you start telnet and ftp services?

Hi,

I have Debian 2.2 with the ftp, telnet, and telnetd packages
installed.  

Bash cannot find ftp; i.e., "which ftp" returns nothing.
Ncftp and gftp work, but where is plain ol' ftp?

Telnet works as a client, but now I'd like to telnet into
this machine, and "ps -ef | grep telnet" returns nothing,
and there is no "telnet" in /etc/init.d.  I tried taking
down the firewall, but that didn't work either.
