This is the way RedHat systems work. However, the original requester stated
that he was running Debian 2.2. The correct file to edit is
/etc/network/interfaces which lists all interfaces for the system. You may
then add a 'gateway 192.168.1.1' type line under your interface, which will
work correctly on Debian.
