Have you had a look at MRTG (MultiRouterTrafficGraph) ?
It's a general monitoring application framework with a web
frontend. The author also has a graphing/monitoring database 
project under development that looks rather interesting. On
the webpages you'll also find links to other monitoring systems.
I use it (a modified version) to monitor services and traffic on
high load web/search engine servers and so far had no problems.
