I will assume you mean TeTeX-HOWTO.

I can think of no situation in which you will actually want to run
latex on texinfo.tex.  That file contains macros for processing
*other* LaTeX files.

The first instruction I see in the TeTeX-HOWTO for generating documentation is

	latex TETEXDOC.tex.

On my system (a patched Slackware 7.1) the pointer to this file is
wrong in the HOWTO.  (What's new?) 'locate TETEXDOC.tex' is useful in
resolving such errors.

Sort of and yes.  "?" is LaTeX's prompt.  I'm not sure where the "_"
came from.  Doing 'latex --help' will give you a list of options to
pass to latex.  Hitting "h" at the "?" prompt will also list a few
options.  You really ought not see that prompt with a
competently-written LaTeX file, however.
