This is actually a good thing.  There is turmoil in the Kernel VM world, but 
in general Linux caches until the memory is "almost" full (there is some 
debate on what is optimal here).

But, as long as you have enough RAM available for new or running programs to 
be able to allocate quickly, why /wouldn't/ you want to use the remainder for 
disk cache?
