It is normal to use all of memory, or pretty close, anyway.  Here's on a box 
of mine:

andrew at computer:~ > uptime

Take a look at your load average.  If it's pretty high, then you just may
need more RAM, or adjust the program's you're running.  Swap should be
used not very much, I think, if you have enough RAM.
