It still exists in the 2.6 kernel, but it's marked 'broken' and
'depreciated' last I looked.

You can recompile and enable it, but no idea if it will work at all. 
Some folks are pretty upset about that change as they need ide-scsi
for some tape drive interfaces, etc.

No idea... if you can duplicate you might try posting on the fedora
list and/or the kernel list and asking if there are any settings you
can tweak.
