No.  I don't recall the details on "PXE", but "BOOTP" is essentially 
DHCP with an additional payload that specifies where the hardware can 
download (via TFTP) a boot image.

Another one of your questions might refer to something I mentioned. 
Tummy (and others) offer low-cost virtual servers.  I use mine to handle 
my web mail and web server -- it's hard to find hosting that provides 
both postgresql and tomcat -- but you could also use it as "off-site 
storage" for your most critical files.
