I like using Debian's BTS.  I don't know how hard it is to 
install/configure.

I hear good things about RT.  That's from admins who use it for trouble 
tickets so it might not be great for bugs (but I'm not sure what would 
be different between those uses).

The commercial systems I've seen suck.
