[lug] CUPS not shutting down

80% of the time, when I shut down my laptop, CUPS sort of hangs the
shutdown process. I don't see anything meaningful in the logs, but
this happened after I configured a printer. Since the printer is
seldom plugged in, I suspect it's having trouble contacting the
printer for some kind of shutdown procedure.

One option would be to take cups out of the shutdown runlevel links,
but that seems kind of ghetto. Is there a way to tell CUPS that
printers aren't always attached?
