I used to work for CU, so I can tell you, CU has a RHEL site license. 
They even have their own up2date/RH Network server.  We used to pay the 
university ITS department $30 / year / RHEL computer to help pitch in for 
the licensing cost.  The site license allows then to give it away to 
Students.
