For services (e.g. apache) you can just use the menu and click the
relevant item (it will remain in the same status even after a
shutdown/reboot):

System -> Administration -> Services

You don't need an article for that.

If you would like to do something more advanced (e.g.
activate/deactivate services with scripts, in cron, etc) I can't help,
but an article might be good.
