[lug] Reason for not using windows

 I have PHP on Ubuntu reading data from instrument cluster via USB (which also powers the cluster).

One site wants this PHP running on windows for their convenience.

There seems to be an issue with PHP not being able to do communication in windows.

Anybody heard of anything like this?
