The second diagram shows what you can do.  The box with the question mark is a router, connected by 
Ethernet to the two modems.

If you can make the modems bridge you can manage the external IP addresses on the router box.  But 
you probably can't make external traffic come to either/or if one is down.

For the price of a second ISP you can get your own Internet server.  Could be cloud, could be a VPS, 
maybe could even be a physical server, all of which are likely cheaper than trying to get the 
either/both ISPs to provide a reliable connection.
