If that modified suexec doesn't work, you might try this:

1) cd /home/nscom/cgi-bin
2) chmod +s webc.cgi

Edit /etc/httpd/conf/httpsd.conf and find the VirtualHost directive which
contains the nscom information.  Comment out the User and Group directives,
then save the file and restart httpsd.  See if the link works then.
