North American ISP's get IP ranges from ARIN now.

www.arin.net

The chances of an individual or small organization getting their own IP
addresses anymore are pretty low unless they can justify the need for
portable address space, which is also pretty difficult.  

ARIN will deny most such requests with a request to get non-portable
IP's from your ISP.

Bring on IPv6!!!  :)
