QWest communications, as a regulated company, doesn't really have much of a
choice about limiting who can offer service over their lines.  We got our
first line set up within the first couple of months they were offering DSL,
and got the service through FRII as soon as they started offering it (about
a month later).

Ahh, that makes sense.  In that case, it's no big deal then.  You can sill
select another provider.
