A few more details....

It appears that my notebook (Dell Latitude) "switches"
mice. The touchpad will stop functioning when an external
PS/2 mouse in plugged in. The external mouse works without
any X config changes. Unplugging the external mouse allows
the touchpad to start working again. 

This isn't surprising, since the touchpad shows itself
as a PS/2 mouse.

As for an external USB mouse (or serial mouse), this might
be made to work using gpm. According to posts archived at
Deja, gpm can be configured for multiple mouse devices and
then can "repeat" the mouse data to the device /dev/gpmdata.
X would then be configured to use /dev/gpmdata as it's
pointing device.

I shall investigate further....
