You may find that you just can't go that high.  You will need to increase the 
memory_limit setting (posibly to a surprisingly high value) and you will also 
need to change another PHP setting who's name escapes me.  Something like 
"max_upload_file_size."

When I last . . . cared . . . SM had no internal inherent limit on attachment 
sizes.
