Have you looked at http://www.dslreports.com
I beleive that you can type in an area code/prefix, and they will show
you where the CO is located.
But, it might not matter. Lucent is making these Stinger chips that
convert from DSL to T3. QWest is wiring neighborhoods with these, to
effectively extend the range of the DSL (my neighborhood got a stinger
box last year; so far, my DSL is working great!)
