The stuff on the right-hand side (RHS) is case independent.  The stuff on
the LHS is supposed to keep its case, for the same reasons you talked
about (case sensitive user names).  

In practice, MS folks have case-insensitve addresses, unix folks tend to
do it all lower case, and you can't expect Grandma to remember to
lower-case jeff, so mixed case works for both sides, in general.
