[lug] Accented characters in KDE

I use KRUD/Redhat 8.0 with the KDE desktop. Is there a good source of 
information on how to set up to input and display accented characters 
when using a US laptop's keyboard? 

Hints for doing so when the goal is webpage display?

Note: I'm currently using the kate editor, which is ok since I know HTML 
tags pretty well. What are people's favorite tools for entering (X)HTML 
data?
