I believe Gentoo is like this, except when Portage changes
significantly.  People who picked up 1.4_rc1 can be rc4, or newer with
a:

emerge sync
emerge -u world

Of course, you do this and you might be waiting for a bit. :)  You might
also need a --deep in the second line to get something as comprehensive
as dist-upgrade.  And, some packages are often masked, like xfree, so
you must specify that.
