Not yet that I know of... but the rpm apt is gradually getting all the
features that the debian apt has. ;)

Yeah, would be nice... sometimes there are things that happen in the
installer on upgrades tho, so those would have to be handled. Ie,
migrating to ext3 from ext2, etc...

True, but RedHat isn't currently supporting the rpm-apt stuff
either. Thats all being done by others.
It's worth noting that someone on the last RedHat beta list noted that
they used RedHat's up2date tool to upgrade from 8.0 to the beta by
doing:
up2date --upgrade-to-release
So, that functionality is showing up in their tools as well.
