[lug] Uninstalling linuxconf fromRedhat 9

I'm trying to upgrade from RH 9 to KRUD FC1 on a machine that someone had 
installed linuxconf onto. 

anaconda dies with a message about 
/usr/lib/linuxconf/install/rpm-preuninst.sh not found

and trying to do a manual 
rpm -e linuxconf
in RedHat 9 fails with the same message

Is touching the missing file so that it exists but does not do anything likely 
to be safe?
