Mystery solved.

Apparently the X11 options have changed and the comments are no longer 
accurate. There is an option DisallowTCP. It says if you want to do this 
uncomment:
DisallowTCP=true

But...it used to be DisallowTCP not stated would by default allow TCP. 
No longer the case. Must add DisallowTCP=false or else TCP is 
disallowed. Sounds like a security common sense change to disallow 
unless stated as allowed.
