Well, my cable modem gets 5 consistently.  Just have no upload bandwidth at
all with cable modems.  Depends on your application for what you need I
suppose.  I'm a big fan of DSL/Cable modems and co-hosted servers for small
businesses (in fact, I sell that solution!).  ;-)
