[lug] RH 7.3 timezone setting question

Hey all,

One of the machines I have to build on is a Redhat 7.3
machine.  I do builds on several machines and then
combine all the resulting binaries in a tar file.  My
RH 7.3 machine always displays a UTC timezone even
though both the gnome and KDE time/date control panels
have a MST timezone.  Although the machine shows the
right time, for example "date" might return

Tue Dec 20 19:14:18 UTC 2005

for 7:14 PM here in Colorado, the files are actually
dated several hours in advance of the real timezone. 
This causes havoc with the tar files (at least for
several hours).

Can anybody tell me the root-most file in which this
information is kept.  Whatever the GUI control panels
affect isn't changing the machine.
