[lug] Recent rejections based on envelope sender.

I recently set up rejection of incoming messages to certain mailman lists
on this server for envelope senders which are not subscribed to the mailing
list.  I had asked lug-owner if they wanted it turned on, and meant to
leave it off until I heard from them, but accidentally turned it on.  I've
turned it off now.

If you have been rejected recently, you may want to try again.

However, it's cut down the burden to the admin on other lists so much that
I'd be surprised if the lug owners didn't want it on as well.
