What distro and release is this? 
First I would say: apply all updates. This might already have been
fixed. If it's not, then please do report it as a bug so someone can
fix it. 
selinux shouldn't be stopping hald, and if it is I would expect many
people to be shouting for a fix. ;) 
that restorecon should probibly be: 
restorecon -v /usr/sbin/hald
