I'm guessing it's the latter of those items. I should have mentioned
that I get this message when I try to connect from the command line as
the ant task was giving me a message about not having CVSROOT defined
(which it looks like it is properly defined in the build.xml, but I
thought I should test it by running command line first.)
So, it's the CLI client that gives me the "no such user" message and
that implies that it could very likely be a hook script.
