Something is wrong with your setup.  I regularly get quite close to full
ethernet speed with similar hardware.  I just ran this test on a 486 with a
wd8003 card running RH 5.2 stock kernel (other end of the connection is a much
faster system):

5291848 bytes received in 7.14 secs (7.2e+02 Kbytes/sec)

I've seen even faster speeds (about 1Mbytes/sec) on very long files

Check the network errors (on both systems) reported by netstat.  Maybe you
have a bad cable or hub, or you have somehow violated the ethernet wiring
rules (not so hard to do) causing frequent bad packets or collisions.
