I can answer this one.  The main Debian FTP server died a slow and
painful death and they had to repoint the DNS to ftp2.sourceforge.net
which is just completely overloaded -- temporarily.

The Debian sysadmin team is workin' on it... 

Currently a dig for ftp.debian.org only returns a single IP, the
sourceforge machine.

http.us.debian.org fares a little better with three machines, but the
speeds to those have been rather slow recently also.

I believe that the machine that's down had a number of the Debian
developer's /home directories on it also... there's been some threads on
the debian-devel mailing list lately.
