I have had problems with this kind of behaviour from Konqueror.  The
latest was a few minutes ago when my window manager froze.  I had just
pulled down a menu when one of those "you have a cookie" dialog boxes
popped up, I tried to click-away the box and it all locked up.  No
mouse nor keyboard entry was recognised except that I was able to go
to another console and kill the window manager.  I tried killing
Konqueror stuff first, but without any useful result.  I think that
freezing my window manager (fvwm) is a first; certainly I cannot
remember it happening before.
