The Linux Documentation Project has some good XML tools, with convertors
for text, rtf, ps, pdf, and xml. They used to support TeX/LaTeX output, I
don't know if they still do.

If you want more custom formatting, and don't need rtf or ps, check out
ReportLab http://www.reportlab.com/
It is for generating PDF output, and is very nice.
