I don't think this is the job of a WM. Since I have rather unusual
multi-monitor needs I use wingo as a WM and use 'gmrun' (from  http://www.sourceforge.net/projects/gmrun/)
as an application launcher. That little gem prompts you with a textbox
to enter a program (with bash-like completition and history). It can be
tweaked/configured with an rc file to add "URL handlers" and to
configure which programs need a terminal to run etc. (by default
Ctr-Enter open a new term).
